In Delhi, these days the hot topic is corruption. A lot of people are talking about corruption, and still a lot more are talking about eliminating corruption. All and everyone are participating. Removing corruption has become a slogan of the day. Diverse views are being expressed about it.


Where the contenders are more than the resources available and the distribution of those meagre resources poses a problem, that problem is solved by the rules of corruption. 

  • The Ration is limited and the ration cards are more. The objective is to secure ration;
  • The queue is long and the time at your disposal is less. The objective is to get to the counter;
  • The seats are limited and the admission seekers are abundant. The objective is get an admission

The instances may be many more. How to solve the problem? The only way in these circumstances is to get a privileged place. 

Some theorists may try to solve the problem by laying down a merit criterion. Only the meritorious will get position. But this criterion does not satisfy the failed ones. They feel dissatisfied. This dissatisfaction is more aggravated if the feeling of depravation is coupled with availability of resourcefulness. This is the reality-approach. Those who aspire do not need a justification (of merit-criterion) for their failure they need a success; a selection. This gives rise to the thought of corruption.

The practice to which some people call – CORRUPTION is in fact a philosophy. The philosophy is that the resources must win. They must win even against the merit. They must win against everything. Some resources are spent to make the remaining resources win and attain the apex position. The success and selection reside at this apex position. 

The point is how one sees the corruption. First, it should be understood in its philosophical perspective. One sees corruption differently in different circumstances. If it favours the seeker then he chooses it and if it favours the opponent then he criticises it. One's view on corruption is largely dependent on one’s position – from where the one views it. This is called selective criticism.

In the present society, vituperating and abusing in the name of corruption is merely a selective criticism. In Delhi or for that reason in the whole society how many parents are ready to give up thinking of admission for their child in a respected school despite of it being violative of the rule of distance from the school. How many people are ready to fulfil all requirements of documentation and medical check-up etc. for obtaining a Motor Licence rather than paying an agreed sum of rupees to get rid of this requirement?

If one’s claim is satisfied; it is satisfied conveniently; it satisfied without any rigours – then the one is voluntarily ready to spend some money. The money is earned only for convenience. This thought of convenience emerges from the resourcefulness. This motivates for the violation of rules. But this is very natural thought. Along with economic development people start valuing their time in terms of money. If one can earn more in a time span then he prefers to pay for saving that time span. This payment is called bribe. This bribe is self-induced corruption. The seeker (of convenience) does it himself.

The question of payment becomes more pinching when two people lay claim to the same opportunity. Two contractors making bid to a tender, two litigants in a law-suits may examples of such competiting claimants. If both these claimants are almost equally competent and meritorious then the problem poses still a bigger dimension. As per the understandings of human nature, both the claimants will make all possible efforts to get a favourable outcome. This is the basic and foremost reason for that practice which these days, is known as corruption. But by its nature it is a Collusive Corruption against the most ill-smelling Coercive Corruption.

These days some people are in focus of media. These people are making promises to end corruption. It is not clear what they are saying. They should tell if they are promising to change the mentality of the people. They should tell if they are promising to change the approach of the people. They should tell if they are promising to change the result of evolution of humanity. Or they are just kidding.

Some of such luminaries may allege that this article is favouring – the corruption. It is not so. This article is neither for supporting nor for condemning it. It is just to understand it. It is also to understand those claims which are being laid down unscrupulously these days. 

Corruption is a human tendency; a congenital approach of human mind; a result of spirit of survivability which has / has been developed during evolution. The present value system calls this human tendency with a bad name – the corruption. It is not clear what the future will do. The corruption may be useful; may be painful; may be illusive; may be convincing; may be agonizing; may be pleasing; may be tormenting yet it is the tendency of the human race and without it the human society would have not achieved its present form and status. It has to be understood as such.
